Overall Objectives

SACAC is inaugurated and will function within the purview and as part of the Contingency Intel & Response Agency (CIRA) set up on the following premise:

Developing global and national events mute testimony to the all-important need for disaster preparedness by way of an all-encompassing strategy which governments alone cannot do and calls for wider involvement, as per the Sendai Framework of the UN on disaster mitigation. an overarching disaster response mechanism in South Asia bringing scientific research, international cooperation and private sector resources together in support of the government to be ‘crisis-ready’. 

SACAC will constitute the all-important missing dimension in disaster mitigation – the ‘private sector’ involvement in supporting the governments and by doing so, set forth an international precedence which will evolve into a universal template, seen as a need of the hour in the face of failed governmental mechanisms around the world.
Sri Lanka will be deployed in the development of a base model for the South Asian region and SACAC will act to provide the impetus for the overall research-based developmental work of CIRA with SACAC emerging as a regional voice and benefactor towards governmental efforts in disaster mitigation – marshalling the expertise and resources of the private sector. Future plans includes broad-basing into a wider international body encompassing the Asia-Pacific region.

SACAC with the weight of the private sector will also serve as an advocator in ensuring governments act with prudence and foresight, placing the well-being of the people of the region overall and in each country of the SAARC region, specifically, in fulfilling the private sector’s own commitment to a triple-bottom-line.

SACAC, with the concurrence of CIRA, will also seek to develop a dialogue with international organizations of the likes of the UN in support of universal Sustainable Development Goals accepted as the most compelling framework in mitigating disasters while enriching lives – seen as hallmarks for developing enriched societies – an area which will also build greater marketplaces for businesses.
SACAC will also act to safeguard and support businesses through various disasters, acting as a watchdog and positive impact influencer, especially in support of SMEs, befitting a status member organizations enjoy in the business world – thereby acting dutifully as guardians of commercial interests in the countries of the region.
SACAC will build on its powerful voice to help push the various recommendations presented by the parental think-tank including advocacy with various governments.
SACAC will use its ocean of expertise, offering a helping hand to entrepreneurs by availing its acumen to smaller businesses which may not have the luxury of such proven expertise, especially, at times when navigating businesses through crises require insights and acumen which many smaller entrepreneurs lack – the fulfilling a duty as responsible Corporates.
Membership to SACAC will be by invitation and will include a country’s most respected captains of industry and leading lights, as well as, international consultants of global repute – all serving in honorary capacities. The long-term objective of CIRA and SACAC is to bring on board all top businesses of South Asian countries which will maximize disaster mitigation efforts of the region.
SACAC Executive Committee will, time to time, install and change constitution and protocols in ensuring longevity and good governance, as well as, overall objectives as it evolves.
