To not learn from a colossal disaster is the greatest injustice to society, the lessons diligently and consistently applied mitigating the cost of the next big disaster.  Even as lockdowns drive people to the edge, survival becomes the new normal.  We will get out of the Covid 19, sooner than later, but the next one may throw the system into chaos.

The establishment of an operations code for the administrative system in a worse-case scenario including if all communications are disrupted, is a subject of research.  And a printed survival guide for people.
